With the development of the war mechanic, and in the aftermath of some of the alleged behaviour by participants in the Scallywag War, many flags have rethought its use. The argument is that war can be fun, if it is between two honourable opponents who agree on a set of rules for use during that war.

A War Convention is a set of non-binding rules that are intended to make for a more honourable and enjoyable game experience when two flags are engaged in a war. While they are non-binding in the sense that they are not enforced by the game's code, they can be enforced by the use of the social puzzle, and it is generally the leadership of the participating flag which is responsible for said enforcement.

War conventions are not endorsed by Three Rings and they can contain illegitimate agreements[1][2].
